[CCA] Grace Period for Newly Designated Toxic Substances

(Notification No. 2024-44 of the National Institute of Environmental Science) Persons handling toxic substances newly designated as toxic substances (including cases where the content standards have been changed) pursuant to the Notification of Designation of Toxic Substances shall comply with the following items under the Chemical Substances Control Act within the date specified in each item.

1. Chemical Identification (Article 9): July 1, 2025

2. Labeling of hazardous chemicals (Article 16): July 1, 2025

3. Import declaration of toxic substances (Article 20): July 1, 2025

4. Preparation and submission of chemical accident prevention and control plan (Article 23): January 1, 2027

5. Business license for hazardous chemicals (Article 28): January 1, 2027

6. Handling standards for hazardous chemicals (Article 13 of the Chemicals Act and Appendix 1 of the Enforcement Rules of the same Act): January 1, 2026

7. Installation and management standards for hazardous chemicals handling facilities (Article 24 of the Chemicals Act and Appendix 5 of the Enforcement Rules of the same Act): January 1, 2029
